【摘要】:ThispracticeisintendedasacompanionstandardtoASTMStandardE541,StandardSpecificationforAgenciesEngagedinSystemAnalysisandComplianceAssuranceforManufacturedBuilding.StandardE541coverscriteriabywhichthetechnicalresourcesofagenciesmaybeevaluatedfortheircapabilitytoperformthesystemanalysisorcomplianceassurancefunction,orboth,intheevaluationandinspectionofmanufacturedbuilding.Thisstandardincludesquestionsthatshouldbeaskedofsystemanalysisandcomplianceassuranceagenciesinorderfortheadministrativeagencytoevaluatetheircompetency.PersonnelmattersarenothighlightedinthisstandardsincetheyarecoveredindetailinStandardE541.Thisisnotmeanttoimplythattheyarenotimportant.Thepreferredmethodforutilizingthisstandardisforqualifiedpersonneloftheadministrativeagencytovisitthesystemanalysisandcomplianceassuranceagencies'headquarterstospeaktoqualifiedpersonnelandexaminepertinentrecordsanddocumentation.Alternatively,theevaluationmaybedoneatanylocationprovidedtheagencybeingevaluatedisfullyinformedastothematerialandpersonneltheywillneedtohaveonhandfortheevaluation.Someofthefollowingwillnotbeapplicableintheevaluationofanagencythathasnothadpriorexperienceasabuilding-evaluationorganization.Itisnottheintentofthisstandardtoprecludeacceptanceofsuchanagencyprovideditcanotherwisedemonstratethatitsorganizationalproceduresandexperienceinotherproductcategoriesandexperienceofkeypersonnelreflectakeenawarenessoftheproblemsandprocessesinvolvedinmanufacturedbuildingevaluationandthuswarrantacceptance.Insuchinstancestheadministrativeagencymaywishtoconsiderextendingprovisionalacceptanceoveradefiniteperiodoftime,duringwhichitisexpectedthattheagencywillhaveopportunitytogaintherequisiteexperienceanddemonstrateitscapabilitiesandcomplianceassurancefunctionsformanufacturedbuilding.Failureofanagencytorespondsatisfactorilytooneormorecriteriainthefollowingshouldnotbesolecauseforrejection.Suchfailureshouldbebroughttotheagency'sattentionandbesubjecttoclosescrutinyduringsubsequentreevaluations.Thisstandardisintendedtoachieveuniformityintheregulationofmanufacturedbuilding.Itmaybenecessarytomakechangesandmodificationsinordertoadapttolegislativeorotherregulatoryrequirementsofsomejurisdictions.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
